ENSURING SUSTAINABLE DEVELOPMENT OF THE PHARMACEUTICAL BUSINESS ON THE BASIS OF RATIONAL MANAGEMENT

Background. The development trends of Kazakhstan’s pharmaceutical market continue to include growth in domestic pharmaceutical production supported by the government, an increasing share of generic medicines, expansion of online pharmacy services, a stronger focus on innovative medicines, and tighter state regulation. At the same time, the sector continues to face persistent challenges, including workforce shortages, the high cost of innovative medicines, and the risk of counterfeit pharmaceutical products. These factors make the issue of pharmaceutical companies’ sustainability particularly relevant.

Objective. To examine and systematize the factors of sustainable development for pharmaceutical organizations and to formulate a conceptual model of the organizational-economic mechanism for their sustainable development, based on the principles of rational management.

Materials and Methods. A cross-sectional questionnaire-based study was conducted among 273 managers of pharmaceutical organizations and pharmacies from Kazakhstan (n=72), Russia (n=86), Belarus (n=67), and Kyrgyzstan (n=48). The survey was conducted from January 2024 to June 2025. Scientific literature, regulatory documents, and industry reports were also analyzed. Quantitative data were analyzed using descriptive statistics and presented as absolute (n) and relative (%) frequencies. Responses to open-ended questions were analyzed using qualitative content analysis.

Results. The study involved 273 managers from pharmaceutical and pharmacy organizations: Kazakhstan (72; 26.4%), Russia (86; 31.5%), Belarus (67; 24.5%), and Kyrgyzstan (48; 17.6%). A typological assessment of management approaches revealed that 123 respondents (45%) fell into a group characterized by a low level of strategic management development and limited use of modern management methods, whereas 14 respondents (5%) demonstrated high levels in both parameters. By integrating survey results with an analysis of scientific literature and regulatory documents, a conceptual model of the organizational-economic mechanism for the sustainable development of a pharmaceutical organization was developed.

Discussion. The findings indicate that sustainable development of pharmaceutical organizations requires the integration of strategic management with financial, logistical, human resource, marketing, environmental, and innovation-related areas. The identified distribution of management approaches highlights the need to strengthen strategic planning and develop modern management competencies. The proposed organizational and economic mechanism may serve as a conceptual framework for systematic sustainability management in pharmaceutical organizations; however, it requires further practical validation.

Conclusions. The study enabled the systematization of factors related to the sustainable development of pharmaceutical organizations and the development of an organizational and economic mechanism integrating the main areas of rational management. The proposed mechanism is conceptual and requires further practical validation.
