MODERN APPROACHES TO FORMULATING A DEVELOPMENT STRATEGY FOR A PHARMACEUTICAL ENTERPRISE: THE ROLE OF THE QUALITY MANAGEMENT SYSTEM

Introduction. The Quality Management System (QMS) is a key component of pharmaceutical enterprise operations, supporting regulatory compliance, process consistency, quality risk management, data integrity, and continuous improvement. In the context of technological transformation and increasingly stringent quality requirements, QMS should be considered not only as a compliance mechanism but also as an integral component of pharmaceutical enterprise development strategy.

Objective. To synthesize current scientific evidence and international regulatory approaches to pharmaceutical quality management and to determine how modern QMS components may be integrated into the development strategy of pharmaceutical enterprises in Kazakhstan.

Materials and Methods. A narrative analytical review of scientific publications, international guidelines, regulatory documents, and quality management standards related to pharmaceutical manufacturing was conducted. Searches were performed in PubMed, Scopus, Google Scholar, WHO IRIS, and official resources of EMA, FDA, ICH, PIC/S, and ISO. The main search period covered 2005–2026, while earlier publications were included when relevant to the theoretical foundations of quality management. A total of 44 scientific, regulatory, and methodological sources were included in the final qualitative synthesis. Evidence was organized into major thematic domains: GMP, ISO-based quality management, Quality Risk Management, digitalization and data integrity, personnel competence, and continuous improvement.

Results. The reviewed evidence identified several interconnected QMS development priorities: consistent implementation of GMP requirements, integration of ISO 9001 principles into managerial processes, development of risk-based quality management, digitalization of quality processes, assurance of data integrity, continuous personnel competence development, and systematic performance monitoring. Integrated implementation of these components may improve process consistency, traceability, managerial decision-making, regulatory compliance, and organizational sustainability. Based on the thematic synthesis, a conceptual framework for integrating QMS into pharmaceutical enterprise development strategy was formulated.

Discussion. The findings indicate that the strategic value of QMS lies not in the isolated implementation of individual quality tools but in their integration into a coordinated enterprise management framework. GMP provides the regulatory and manufacturing foundation, whereas ISO-based management, quality risk management, digital technologies, and personnel development extend the organizational and managerial capabilities of QMS. However, the findings are based on qualitative synthesis of published literature and regulatory documents and do not represent an empirical assessment of QMS implementation in individual pharmaceutical enterprises in Kazakhstan. The proposed framework therefore requires further empirical and practical validation.

Conclusion. QMS may be regarded as an integrating strategic mechanism linking regulatory requirements, manufacturing processes, digital transformation, risk management, personnel development, and continuous improvement. The proposed conceptual framework may serve as a basis for the further development and empirical evaluation of pharmaceutical enterprise development strategies in Kazakhstan.
